The means the government has a record of them and their address and people have sworn it. If the government is okay accepting the taxes at that address they should be okay…

Yes, I get that. I mean as a baseline. The government has a record of you existing and an address. You can then update your location as you would now.  But it would mean many, many people would automatically be registered and not kicked off the rolls.

Teacher here: I struggle with the canon constantly.
