Not anatomic damage. It does involve some physiologic dysfunction, but to my knowledge the amnestic blackout that happens when you drink too much is not associated with any long term damage to the function of the brain.

I'm concerned by the use of the term "black out" here. Usually it's used to describe something that happens when you've had too much to drink, and represents the loss of the ability to convert short term memories into long term ones (which explains why you can be drunkenly functional but not remember anything the next
