I was kind of hoping he was going to kill the old lady to be prove he really was a bad guy…but no our villain always has to be sensible and responsible.

I don't think it's that confusing. The Governor has softies in his community. He also has a bunch of militia type nutcases who were ticked pink that society descended into lawlessness because they had guns and were prepared. He up until now has used the nutcases loyal to him to protect the regular folk.

Those same people who threaten his power also represent a threat to his community.

The moral of the show…Shane was right all along and everyone was safer with him.
