For the first point, if the project actually worked, then yes, I agree that the R&D is with us, but the project is shut down right? That's why I think the R&D is no longer with us.

How can you justify the R&D cost of a fail project being something that's still with us? I mean they still don't know why those F22s crashed and they clearly aren't going to spend anymore money to find out and most likely they will not use the data they collected in this project in other projects.
