There has not been any word or documentation from NVIDIA nor Dolby that Dolby Vision is coming to the shield.

The Shield does NOT support Dolby Vision.

A Smart OS is incredibly cheap for a manufacturer to add to a TV so you won’t find any quality TVs that aren’t smart.  You just won’t.   Luckily a smart TV doesn’t add to the overall cost so just buy the best TV you can based on picture and you can easily bypass it to use your Fire TV.
