You don't understand Arab culture at all. Historically, Israel has tried to do exactly what you suggest, and it's ended in violence. If you understood why that is, you might change your mind as to what Israel should do.
Hamas itself isn't necessarily the one firing. Islamic Jihad, which is currently Hamas's biggest opponents, are doing a lot of it. They feel that Hamas is actually too moderate, and will launch offensive attacks at Israel even during cease-fires in order to spur Hamas into greater action.
