Hamas itself isn't necessarily the one firing. Islamic Jihad, which is currently Hamas's biggest opponents, are doing a lot of it. They feel that Hamas is actually too moderate, and will launch offensive attacks at Israel even during cease-fires in order to spur Hamas into greater action.
