@CahbonFiabah: Huge brakes don't make a difference in how fast you stop as long as you can lock the wheels. It's all about your tires (how fast you stop is determined by the static friction coefficient between your tires and the road). They do help with fade though.

@Adam Spano: Are you in Cuyahoga? If you are, there are only 2 small townships, and all of the villages and cities have their own cops. Go out to a county with a lot of townships, like Holmes or even Geauga, and most townships don't have a police force, so they rely on the sheriff.
