@Jstas has gas!: Well I guess when they had the old paper licenses they probably did that. My license now is vertical with a huge red band around my pic that says "UNDER 21 UNTIL 05-05-2011"

@jodark: NJ is the same way. Its one year on the probationary period. This is taking into account that not everyone gets their license on their 17th birthday. I got mine when I was 17 1/2. I had it for a year, and now I have a full license. I would not need this sticker.
