My niece has a habit of kind of getting on a roll and speaking very loudly and quickly, and I just keep softly and slowly remind her to “use your inside voice.” Or “library voice.” I think by saying it to her softly, it makes her realize that if she can hear me, then I can hear her. It seems to help.

Two of my adult children follow my example of almost never having an outside voice, even if people have to ask me to repeat myself. If there are 5 people talking at the same time, I’d rather not say anything than having to shout.

Give them examples of “inside” versus “outside” voice. Take them outside and let them shout, them bring them inside and have them speak quietly. May not work great at playtime, but during quieter times, a reminder of using “inside” voice may help.
