No, the rules do not forbid anything like that. It actually makes a lot of sense to have a working product before you go on kickstarter. First it shows backers that you know enough to actually make a game, and second, if you already have a working product you should know exactly how much money you need to finish it -

You only get the donations if the kickstarter actually makes the goal. If the kickstarter fails then none of the backers bank accounts are charged, no money changes hands at all, the developers get nothing.

If it doesn't exist, then it can't be done.... not because it is impossible, but because it does not exist. Sure if you go and invent a bunch of specialized hardware or go through a bunch of workarounds, you can have almost as good of a set up in a console, but it will never be as good as a general purpose computer
