Actually from what I understand it is an instanced level 50 version of the enemy homelands, with only max level people from your own faction there. I don't know for sure tho since I did not get a chance to see that part of the game at PAX...
Staffs are mage weapons. You can equip a Fire Staff and a Greatword, and switch betwen them. Equip some mage skills on to your Fire staff's skillbar along with some fire staff skills, and maybe some vampire skills onto your greatsword, along with some greatsword skills.
Dark Age of Tamriel is going to be the greatest and most hardcore PvP mmo ever created. The only thing that can mess up the game now are the carebears who are already crying about getting ganked by vampire twinks while trying to grind world dungeons for endgame loot.
After you hit level 50 you can enter the other factions areas.
The way it works is this ; Left click for auto attack attack, hold down left click for power attack, right click for block, hold blo0ck and attack for counterattack / bash. You can have 2 weapons equipped at once, and switch between them. Each weapon has 5 quickslots, and when you switch weapons your quickbar switches…
Actually it is 5 buttons per weapon, and the 'deck building' style gameplay is something they were going for.
There are a few pieces of gear that mitigate the advantage of the HRV, like the blackout and hardsuit ping, but you are correct.

Last time I started a fan project based on warhammer 40k, I got a nice letter from Games Workshop's lawyers telling me I had to stop.
Aside from being at a huge disadvantage if you don't, why would you not want to use your HRV?

Oh i see. My bad. I was trying to make the point that none of the novel sized script was generated by dev tools. Most likely very little of the could would have been generated as well.
