I don't know enough about the latest fire, but I do know that the first fire was due to road debris puncturing the underside of the vehicle. NHTSA agreed with the investigator's findings

Of course, there is still the chance that the NHTSA will mandate a recall if they see an issue. And then, in that case, Musk will need to eat his words.
