I think the purpose of this bot is just to move like a human. They're going to test hazmat suits with it, so they just want it to move around like a dude and stress the suit while exposed to chemicals.

But... without the hairs it's not as effective at sensing trace amounts of radiation and gas leakage! And if it's not black, the power-unit doesn't last anywhere near as long!

It does seem a bit like that, but the lifecycle for a tech product like the 4s is something like a year I believe. It's quite hard to 'rush' something out, they've been planning it for a while.
