Is it safe to say the grift brought on by FIFA and the IOC and the subsequent failure of those investments have played a role in this?

Wile not the sole cause, FIFA and the IOC share some blame for this from their institutionalized grift that wrecked the Brazilian economy to the extent that this guy can win.
