I just gave it a try. It looks like you need to use the 32-bit version, even if you're on 64-bit Windows.

You should also be able to do the same in Windows. Grab the 32-bit or 64-bit dll from VLC, rename it to "libdvdcss.dll" then copy it into the Handbrake directory.

You can copy the de-CSS library file from another program (like XBMC) to get Handbrake on Windows to decode DVDs. You do have to manually copy the file into Handbrake's directory, however: [www.howtogeek.com]
