Its an old school rule from the comics (like, from 1941) that was quickly circumvented and/or ignored even then.

Geoff Johns did a great job saving unsaveable characters when writing JSA back in the day. I can think of a half-dozen ways for Steve to survive myself, down to just doing the Lyle Waggoner thing again.
