It's an American thing. Small equals econobox, or so it seems. I'd argue a car like a simple road going 208 GTI isn't an econobox and a significantly larger car like a Chevrolet Cruze is, but that might be my European perspective.

the ONLY advantage a 4X4 has in snow is acceleration. even just letting off the gas you have more problems in a 4X4 than a civic does. It's how I outdrive any SUV in the snow in a civic. That and real snow tires, a concept that seems to be lost on SUV owners.

The "requirement" for everything is money.

It's gonna be something like the cost for the cop for at least an hour (they'll make you get AT LEAST something...and it's going to be at least an hour...if not 2 or more) plus some processing fees. You also need to bring your own $1,000,000 (typically) minimum liability insurance policy.
