For a long time, I was certain Fox was some kind of entertainment network, exclusively running parody and tongue-in-cheek shows.

While watching that documentary, all I could think of was "this fence/wall is too damn low!". Could count as one of the reasons. Also, weather can be bad with very low visibility. And some people I suppose hate driving high over water for too long. Like me! I don't think I would let someone else drive me over,

Is that the bridge with the taxi service for people who are too scared to drive over it? Looks like the one I saw in a documentary not long ago.

There already (too late though!) is a heated debate going on, as usual after tragedies. Apparently low to no visibility played a role in this accident. Perhaps finally they'll understand that bike riders are just people, and when they're knocked off, there is no bodywork and chassis protecting them, like in an F1 car
