+1. Rally X is my vote too! My dad bought one from an arcade that was going out of business so I played for free for hours on end...

Rally X FTW!! Not so much a driving game but loved the smoke screens and the ability to do a 360 in place. Doesn't hurt that we had a stand up at the house so we'd play for hours for free.
