if the scenario is that there is a convoy of semi trucks, or multiple slow-pokes in the right lane and you have no safe option to merge over - then sure. Your option is either A) go for an “extended pass” or B) get stuck in the right lane for 17 miles. I know the scenario you speak of and it happens often.

as a right-lane slow poke that is life. you are always going to have to pass semi trucks. there will always be people who are more of a slow poke from you. stay out of the passing lane except when passing.

I use my parking brake everytime I park and all of my cars are automatics. first few cars were stick and it became habit. I don’t like the cars to ‘roll back’ and I figure if I use it everyday at least I know in an emergency situation it will function and not snap off on me :)
