No, this was performed completely by human control with heavy segmentation, meaning that the runners share saves around and then attempt different parts of the game over and over again to achieve the best time.

This isn’t a single segment run, so there’s no need for the players to memorize stuff, other than the short segment they’re doing. All of the stuff is planned in huge detail using spreadsheets and dropbox folders, see here for the planning sheet:

It’s not a TAS, it’s a segmented speedrun. No external software was used in the making of the run (except for a script that spams spacebar).
