It sounds like a pretty good policy change to me . . . Would suspension over a year be only for sexual assault cases? Would the suspended student be able to petition to come back earlier if the victim transferred or otherwise left school?

The legal system takes longer and typically has higher resolution to hold someone responsible (guilty). Also, a legal-only process could allow a student accused of anything not requiring jail until trial to stay/return to campus. Your school likely has some student policy that covers any behavior (kind of like "other duties as assigned" in a job description). Check your student handbook.

That depends not only on the school's policy, but also on the info the school has. For example, if a student is convicted out of state, the college wouldn't automatically know.
