I looked at it on streetview, the problem is that the highway is 3 lanes for a long ways it looks and the 3rd lane ends at that exit, so you’re on your phone cruising in the far right, miss all the signs that say exit only, and the lane just ends at that exit, thats why he never hit the brakes, that guy didn’t get
