The kicker is men are more likely to be targeted with violent assault. They are also more likely to be murdered.....Widdling it down to rape prevention (when most rapes aren't traditional stranger rapes to start with!) is bizarre.

Was the police department's article targeted specifically at women? It doesn't read that way. The paragraph you chose to highlight is certainly a little tone deaf, but the advice is still good.
