Not really. On the Saturn 5, the first stage accelerated to a touch over 6,000 mph. I don't know the exact speed of this craft but 600 mph is a reasonable guess. They aren't deleting the stage, they are having to lift it up on a plane.

It does no such thing. This system heavily incentivizes companies to work and improve their emissions because if you fail you end up subsidizing other car companies that exceeded the emissions requirements. So it’s simultaneously a punishment for companies that don’t meet it and a boost for companies that exceed it.
