I wanted to try and get some data for your supposition. I picked the Bahrain GP quali times, since Bahrain seems least likely to have rain-affected qualifications. They also haven't permanently changed the circuit.

I poked in on that an hour ago and it was kinda interesting - It was a shaky-sounding guy reminding people "this is all part of the job, our industry has done this before". It wasn't the normal kind of sterile NASA commentary, it sounded like a human.
