Except for the rare instance that the parent makes money by traveling out of the country they reside, the passport being revoked is hardly a comparison to the drivers license issue.

There is a difference between losing a license from reckless driving habits and one from unpaid court fees.  A points system for crappy driving should still apply to getting someone booted off the roads.
