If what you are saying is that this means poor parents are spending their money on cigarettes, beer, smart phones and scratch tickets instead of on food for their families, then I agree. I see this a LOT at my local grocery stores, and hear these kinds of stories from friends who are family social workers.

This is bad advice. We've become so risk averse that we blindly follow the most foolish recommendations.
I remember when I lived there, they used to have a number you could call for aggressive driving... which I used frequently. I really with they had something like that in SoCal.
