I am serious. No I didn’t know about the harkis. Or about any massacre in 1961. I can only speak from my experience of French immigration policy and what I have seen over the course of my life, and i believe as a strategy it is sound.

It could also be to do with the policing of the Vatican and other Roman landmarks, and the chance of pulling off an attack ~somewhere~ in a vast country like France. I was lucky enough to isit the Vatican this summer and it is crawling with extra security and armed guards for this exact reason.
