It’s probably a “proof of concept” demonstrator, much like the Have/Tacit Blue demonstrators were for the F-117 program. The question is, why is it sitting out in the open for all to see ? (i.e. Russians/Chinese). Perhaps a little bit of gamesmanship? Also,
