Williams has never had a problem in the livery department. The only time in recent memory where they didn’t look good were the sorta plain RBS cars, but even they were tolerable. I never quite figured out why the Winfield car dies so quickly.

Yes. It is impossible for all of the reasons you said. The regs are too restrictive and it’s too costly to be creative within the microns of allowance that are given. I guess it’s subjective. That livery is one of the shittiest I’ve ever seen on any F1 car, not even mentioning that the car is obviously going to be another pig. To see it done right, look at Williams from the early to mid 90s.
