I think this is dumb too, but for a different reason.

While I’m pleasantly surprised that charges are being brought, this practice is not the least bit surprising to me. It allows them to pad numbers- justifying the existence of gang task forces, it increases their overtime, it gives them yet another way to harass people of color.
