Sorry, “technically” isn’t enough to separate the USPS from unambiguously Federal agencies. Despite a change to how postage rates are determined and ludicrous things like how they have to fund pensions, the USPS still doesn’t have profits as its primary objective. That fact alone separates it from private businesses.
