Part of the problem is the wording of these measures. Some are so overly broad or so subject to reinterpretation by whoever happens to be in power that their impact is impossible to predict. Here is one I found when looking online for proposed measures across the country:

You make some good points, but one of the few things that Mayweather actually understands is the value of his perfect record. Half those who watch his fights (ok, probably more than half) do so because they want to see him lose. He’d be a fool to give that away cheaply.
