I usually use wetvacs to get mushed bodies out of vehicles. I don’t think a shovel would do the job properly.

Who said they paid the funds? Just because they were ordered to pay restitution doesn’t mean they have the money to pay it, nor that they actually did. In many cases the restitution is never paid, or takes a long, long time to be paid off completely. 

She’s going to be able to get far more in a civil lawsuit. Remember this was a criminal case and restitution is just part of a punishment. In a civil lawsuit, it’s often the only punishment so the amounts are a lot higher.
