Peggy existed, but she was a retcon and way less important than her sister (later niece, later grand-niece) Sharon Carter, aka Agent 13, aka Emily Van Camp, aka that blonde neighbor girl in Winter Soldier. They gave MCU Peggy a lot of her traits.
