I can and do say that. Actually maybe boring is the wrong word for all of them. Some of them were just, like Kira and Odo, insufferable and unpleasant to spend any time with.
Start with TNG season 3, it's the most accessible Trek. If you like it, you can go back and watch the good episodes from the first two seasons after you've tried DS9 or the original series.

Meh, I loved the first few episodes of BSG that premiered as a miniseries, but gradually lost interest as the show dragged on. I think I stopped watching after season two. Didn't really find the writing to be so excellent.
DS9 is wildly overrated here. One of its biggest problems is that the secondary characters are the real draw for the show.
The whole idea do Star Trek was that Starfleet really wasn't supposed to be a strictly military organization, but explorers. Think more Captain Cook than Admiral Nelson.
The Doctor is the best post TNG Trek character, tied with Garek. I never liked Bashir, and if I could switch the two doctors, I'd like DS9 a lot more and could forget about Voyager entirely.
