Why should age matter? If they have the capacity to make the call and set up these type of incidents, they have the mental capacity to understand what they are doing is wrong. They should get full punishment regardless of age.

but you do if they are 18. there is a level of reckles disregard that you don't excuse based on not being able to fully comprehend results. people need to realize not to put people at that kind of risk.
