Because if you do it inside standard atmosphere, you have nitrogen and free oxygen at high temperatures, and that means NOx emissions. Lean combustion means NOx. Rich combustion means soot and CO. Stoichiometric means a moderate combination of both.

Noise - Sterlings are reciprocating engines, and all reciprocating engines are unavoidably loud. You don’t have the pulsing exhaust of a diesel, but exhaust can be muffled. A big piece of shaking machinery is much harder to damp. A turbine is going to be much quieter, and the noise it does make is going to be high

One or two of these banana-boats completely obliterates the benefit of an expensive stealth submarine (unless you are Electric Boat).
