Its failed because logical people have been fighting against the blind inclusion of transwomen in sports.  

Trans girls are real girls until they decide to compete with other real girls while not taking hormones . You've made hormones a prerequisite to being a girl . Can't you see that? 

Unfortunately this is the direction this slippery slope is going in . Who the hell didn't see this coming ? 

But if you identify as a woman and don't want to take hormones because it negatively affects your performance,why should you be stopped from competing with other women?

Transwomen have the same natural advantage.... It's not like the testosterone their body creates is artificial...

Transwomen don't have advantage in your eyes yet you'd require them to medically transition before they even THINK of competing against ciswomen ... Why should they have to limit there natural abilities? 

Women are already allowed in to the "men's" league in most sports ... Women's sports is the sport that only allows women to compete. Why would we need classes ? How's that better than the system we already have?
