I’d counter that with a very simple argument. When you build a tower like that you build for decades. Even if it is meant as an express elevator you have no idea what the future will be and chances someone might want to reuse it some day as a standard elevator. Or maybe you could keep it as a provision in case you…
I certainly doubt an elevator shaft is a core load bearing element in a tower like that, and if it is, well that’s stupid.
I’d assume such high profile elevator would be mostly up to date, and most modern elevator supposedly have some emergency last ditch brakes, but maybe they never fired since the elevator still had a cable.

Not really, I mean I can understand the economics of this, but yeah, you'd expect it to have a few extra doors or hatches for cases like that.

Blade Runner 2049 has been pretty convincing in updating the cyberpunk aesthetics. So parts are weak (the junkyard) but overall it’s a elegant evolution to more Zen like features while being still mostly “compatible” with previous more organic entry.
I assume that Shadowrun started out as a cyberpunk RPG, and then the company figured that it would never attract a huge following unless it had fantasy elements in it.
