I can confirm this at least once. Miami-Dade county is usually a mess, but Broward's county (Fort Lauderdale) services are usually more responsive.
Some days it's like "meh," why bother to move. Sure you could get more pay, but more than likely, you'll just end up paying more taxes for it in the long run.
How expensive is that hospital? Is your "town" a town or a metro? If most retirees, who live on a limited income, can't afford the health care, that puts it in the "poor" category.

One interesting bit of deviation. In the anime, most of the urban areas look like fairly clean late 18/early 19th Century European. Here the streets have more of a post apoc look even on a good day.
From the few times that I've had to deal with it, it's a revolving door. Valve either blames the game company or your hardware. They may see themselves as just a delivery service, but there needs more integration or benchmarks that puts some more accountability some where.
