it’s possible to make a genuine dent at the local level. LA is doing it, or seems to be - people voted to raise their own taxes to pay for permanent supportive housing, initially for vets. Calgary and Edmonton up here are doing it. But obviously, yeah, you need bigger guns to solve the problem completely.
