Just because every time we run something on this this comes up: Hacking is obtaining unauthorized access to a network. As these things go, repeatedly accessing a proprietary database and an email account is actually pretty serious. It’s definitely hacking.

Yes yes, Luhnow is a dumbass for not changing his password, and for ostensibly using the same password for his email account, but this is actually way worse than it seemed when the story broke. The fact that he accessed it so many times, and went into Luhnow’s email to learn the new password, is huge.

Luhnow has repeatedly said he knows about password safety and it wasn't that. Judge didn't seem to press the guy if he was acting alone.

Having actually dealt with them, I don’t agree. They’re stubborn bitches in the most time-honored traditions of the bureaucracy, and sometimes they work incredibly slowly, but they’re trustworthy—definitely relative to other government agencies, and probably in the absolute sense as well.
