I don’t disagree with your logic, because clearly reducing speed doesn’t address the root cause of distracted driving, but in theory the slower a person is driving the more the time the person will have to react to situations that could cause an accident, so I think that’s part of the argument for reducing speeds.…

speed limits don’t specifically address distracted driving, but if you driving distracted it’s a lot easier to be involved in a situation you don’t have time to react-to/recover from if you are going 90 MPH vs. when you are going 50 MPH.
