When you do eight hour shifts there are three different nurses who take care of the patients through out the day, not all the assignments stay the same through out the day and adding more nurses who could have taken care of those patients adds the chance for miscommunication, errors going unnoticed, stuff like that.

As a nurse I have to disagree about not working 12 hour shifts. I find I do much better (and so do most of the nurses I know) with three 12 hour shifts then five 8 hour ones.
