I know someone who is an education consultant (basically a private version of a guidance councilor) and she does not do any of that bullshit, but she gets parents asking for it all the time. All the time. They’re so casual about it, I’m sure there are lots that engage in a range of cheating. 

It’s also unethical and if it’s true, the counselor should be facing some consequences. If it’s not, she’s trashing their professional reputation and deserves to be in even more trouble. 

And I applaud you for that. However, in some school systems (and I speak from experience) you would have been considered the problem, not the counselor. It might be considered a win-win situation with the kid getting in wherever he/she wants and the school system being able to boast of high college acceptance rates.…
