It would have been hilarious if the dispatcher told him to jump from the car and we were treated to his body being run over by all the cars behind him, crushing his skull so that it resembles a pumpkin being dropped off the top of the Sears (not Willis) Tower.
I agree with the other posters. Giving a 16 year old a car like this is about as logical as handing a loaded pistol to a baby. He'll probably be dead by the end of the week— hell he's probably dead now and the news agencies haven't picked it up yet.

I didn't see a front plate in the window's reflection as it was backing out but maybe someone with video editing software can zoom in to catch the rear plate when you see it driving away...
