For sure; even if the transfer rate is double, the data you can put on a single-layer Blu-ray amount to nearly three times what you can fit on a dual-layer DVD.
The Blu-ray drives on Xbox Ones and PS4s are nearly twice as fast as the DVD drive on the 360. A 6x Blu-ray drive maxes out around 220mbps, whereas a 12x DVD drive hits about 120mbps.
