Reading your comment gives me a sensation similar to motion sickness.
I personally never get motion sickness on a plane as long as I don’t read during takeoff or landing. I do get motion sickness in the back seat of a car if I’m trying to read for more than a few minutes, though.
I assume that the addition of the processing components needed to make the comparison of the buffers would use more power than they would save. I do, however, wonder if displays could be told to only refresh specific regions with a more nuanced protocol. Perhaps this is where the technology is evolving to.
Without some kind of integration, they don’t know the image is static. Most displays expect the input signal to arrive at 60fps, and they don’t buffer the data, because that would be wasteful of time and power, so they have nothing to compare the next frame with.
Having the display handle it would require integrating a controller chip into the display. Not very efficient when you already have either a discrete or integrated graphics chip that can also do the same.

I think the most surprising thing about this whole article for me is that these tiny atolls actually have freshwater ground water. I guess I would have assumed that they were either collecting rainwater or doing some form of desalination, even if it’s just evaporating sea water and collecting the condensation…
